The Wyoming Department of Health, Division of Mental Health and Substance Abuse and the Wyoming Citizen Review Panel are collaborating on a citizen review process entitled SYNC; Systems and You Networking and Collaborating. The systemic review process has three foundational elements:

     1. Access to services;
     2. Quality of services including recovery support, and
     3. Coordination of services.

The review instrument was created in Wyoming, for Wyoming and the first SYNC review was conducted on August 20, 2008. Currently, SYNC reviews are occurring in many of the Wyoming drug courts.

The process involves teaming a citizen with a mental health professional, providing training to the team and then having them apply the instrument to a mental health and/or substance abuse case. A report is then generated regarding the systemic findings from the case. Positive findings are reported along with opportunities for improvements; no personal information is reported or recorded and treatment notes and files are not accessed in the process.

Mental health and substance abuse services consumers have overwhelmingly supported the project as they feel it offers them a chance to help make the system better in Wyoming for others. Many private providers, not receiving state funding, have also supported the project.
